Artificial intelligence is advancing at a dizzying pace and already transforming public sector service delivery and back-office operations. In this virtual meeting, Dustin Haisler, president of e.Republic, will discuss the current state of AI in state and local government and predictions for where it’s headed.

The regulatory environment for AI is still evolving and state and local governments face uncertainties about how to proceed with the acquisition of AI technologies. In addition, public sector procurement rules and processes are notoriously complex, out of date and lack the flexibility required to accommodate the acquisition of new and innovative technologies. Government agencies have struggled to purchase cloud technologies or incorporate industry recommended cybersecurity requirements due to archaic procurement rules and regulations and seemingly unadaptable terms and conditions. Clearly, AI technologies will present new challenges and put further strain on these legacy procurement practices.

In September 2023, an online repository of over 700 use cases was published to highlight the federal government’s use of AI to better serve the public across a wide array of program areas – from agriculture to education, transportation to health and human services, energy and the environment to homeland security… and many others. State and local governments across the country are also beginning to identify promising uses cases and initiate AI pilot projects in their own jurisdictions. If these pilot projects are proven successful, a compelling question arises – How can these jurisdictions more effectively and efficiently scale these AI deployments from “pilot to production,” and from “agency to enterprise?” Transitioning from pilot to full-scale deployment requires careful planning, evaluation, and adaptation. Across two virtual meetings to be held in succession, the AI council will discuss best practice approaches.

As generative AI entered the scene in 2023, state and local government leaders rushed to formulate administrative rules, policies and standards to guide the ethical design, deployment and use of it and other emerging artificial intelligence tools within their agencies. More than one year out, as regulations and standards have evolved and AI technologies have been put into practice, what have we learned? What would we have done differently? What do we need to change? In this virtual meeting, the AI council will explore and discuss the AI-related legal and ethical frameworks that have been put into practice and if they have been effective.
