Frederick County, Md., Appoints Ty Howard as Next CIO

Howard's past experience includes years of working in public-sector technology for several local governments throughout Arizona, including stints in Goodyear, Mesa and Gilbert.

Ty Howard has been appointed the new CIO of Frederick County, Md., where he will also serve as director of the county’s Division of Interagency Information Technologies.

When he starts his new role with Frederick County on July 15, Howard will bring with him more than two decades of IT leadership, spread primarily across jurisdictions in Arizona. Howard most recently served as CIO for Goodyear, Ariz., where he leveraged data for decision-making, enhanced cybersecurity and prioritized strategic planning. Howard's resume also includes time spent as assistant CIO for Mesa, Ariz., as well as CISO for Gilbert, Ariz.

“I am confident he will encourage a culture of innovation, focus on customer service, and move Frederick County Government forward,” Frederick County Executive Jessica Fitzwater, who appointed Howard, said in a press announcement.

Howard holds master’s degrees in instructional technology and in public administration from Bloomsburg University and Arizona State University, respectively. He has an undergraduate degree in sociology and criminal justice from Bloomsburg University.

Howard is taking on the role following the retirement of former Frederick County CIO David Maginnis, who announced his departure in April. Maginnis held the role dating back to June 2021.
